History
FL-chan was introduced as the official character with the release of FL Studio 8 in March 2008.
The developer Didier Dambrin was moved by Miku Hatsune, Vocaloid2, and he wrote in the internet forum that he wanted a character which was like Habanero-tan for FL Studio. A Japanese illustrator Uruido saw Didier's post, then he had the official request from Didier and conceptualized FL-chan.
Since then, FL-chan became the official moe mascot of the DTM application.
Voice Configuration
FL Studio is trialware; you can play around with it, except that you can't save your work until the program is appropriately purchased. However, the voicebank used for FL-chan, the "Child" voicebank in the TTS plugin, is present regardless of the registration status of the software.
Anyone can compile a voicebank using this to create the voice of FL-chan. However, it needs a calibrated oto.ini files and the frq files. Image Line does not have any objection using this voicebank for UTAU, as the voice is meant to be used, royalty-free, in similar terms with the music samples accompanying the installation files.
